Kayak Trolling Lures for Kings and Spanish

Yes. A pedal drive holds a smooth 3–5 knots, and cigar minnows rigged with TrollTrue work well in that range. Ballyhoo can be used successfully too, though they won't swim as well as they do at 6–8 knots. Peddling, most anglers settle at 3-5 knots, which works well with cigar minnows.

Cigar minnows are probably a better match.  Cigar minnows are oilier and will leave a better scent trail.  Typically I prefer ballyhoo for trolling because they can be trolled faster.  In this case, trolling speed isn't a limiting factor and I'd give the knod to cigar minnows.
